What are math carnivals? And what would hosting one involve?

A mathematics blog carnival...this is very interesting. This would be a very interesting and appealing way, I think, to teach mathematics. If I had a maths teacher who integrated technology in teaching mathematics, I would definitely enjoy it more, and not merely tolerate it.
