Special needs children in many cases require assistance. The gray line appears when deciding what counts as assistance and what is harming their growth. There are a plethora of disabilities with further separation of physical and mental disabilities. I've seen a lot of instances in the grouping of a class that these disabilities are lumped together. This is considering we take the inclusive approach to things, which is far from perfect in many education institutions. A question is raised about whether removing a disabled kid from a classroom is helpful in the long run or for their social growth. Many variables go into these kinds of decisions, but sometimes they're made arbitrarily; that is a life decision that was just made for someone. Feel free to give your two-cents on the matter.
